Anyone who recognizes that a person is in need of in-home assistance may make a referral to IHSS. Once the requirements for the Health Care Certification and Medi-Cal eligibility are met a social worker is assigned to the case to conduct an assessment of need. Individuals whose income is too high to qualify for Medi-Cal with no share of cost (SOC) may still be eligible for IHSS with a Medi-Cal SOC.
The share of cost may be applied towards the receipt of Medi-Cal and/or IHSS benefits. State and County staff will never contact you and ask you for your ESP username or password. If you have been contacted by someone requesting your username and password, please call the IHSS Service Desk at (866) 376-7066. Service Desk Agents are available Monday – Friday, from 8 a.m.

IHSS Public Authority assists recipients and providers within the IHSS program. Public Authority works closely with Sacramento County IHSS, but we are a separate entity.
